PROJECT TITLE:
EU FOR BETTER MUNICIPAL GOVERNANCE – DEMOS III
OVERALL OBJECTIVE:
Improved performance of municipalities in governance, management and services contributing to increased citizens’ satisfaction.
PURPOSE:
The project incentivises and supports the 38 municipalities of Kosovo in achieving enhanced democratic local governance and better municipal management. It also supports the Government of Kosovo in the development of policies, which are more conducive to rule-based financing of municipalities.

Total value of EUR 16.000.000,00 from which EU: 13,000,000 EUR, Sweden: 3.000.000,00 EUR In addition the Governement contribution outside this contract is EUR 15.000.000,00

All 38 municipalities of Kosovo, Ministry of Local Government Administration (MLGA), Ministry of Finance, Labour and Transfers (MFLT).
OUTCOMES:
Outcome 1: The Municipal Performance Grant is credible, effective and institutionalised as well as fully implemented by MLGA with further public engagement Outcome 2: Local oversight by relevant municipal bodies is improved, and citizen engagement mechanisms are functionalised by increasingly involving civil society and marginalised groups in municipal decision-making Outcome 3: The policy and legal framework is more conducive for decentralised local governance and for rule-based financing of municipalities
OUTPUTS:
Output 1.1: MLGA and municipal capacities are enhanced to successfully implement municipal performance systems and processes Output 1.2: MPG is open to public for higher scrutiny on municipal performance data and processes, and implementation of MPG projects. Output 2.1: Capacities of the municipalities are enhanced to provide better access to public information and engage citizens in decision-making processes. Output 2.2: Capacities of municipal assemblies, internal audits and civil society are enhanced to hold their municipal executives accountable. Output 3.1: Government capacities are enhanced to draft, implement, and monitor the policy framework. Output 3.2: Legal framework is developed for a long-term performance incentive within the governmental system
