PROJECT PURPOSES;

Supporting Kosovo’s administration to effectively and efficiently manage the SAA process by improving policy planning on Union acquis adoption Strengthening Kosovo administration’s technical and administrative capacities to effectively implement policies for fulfilment of SAA obligations

ACTIVITIES:

Activity 1.1 Horizontal needs assessment on the process of conducting acquis alignment gap analysis Activity 1.2 In-depths gap analysis of priority chapters identified under the SAA Activity 1.3.1 Development of action plans for the adoption of legislative and implementing priorities and measures Activity 1.3.2 Two study visits for 5 days for 10 participants to up to three EU Member States Activity 2.1.1 Conduction of training needs assessment and target group mapping Activity 2.1.2 Production of eight training needs assessment reports, outlining target groups and specific training Activity 2.1.3 Conducting analysis of the KIPA legal framework for delivering trainings Activity 2.1.4 Production of up to eight ToT modules on acquis in priority areas Activity 2.1.5 Production of mid-term acquis training programmes covering eight priority areas Activity 2.2.1 Delivering of ToT programmes in up to eight chapters Activity 2.2.2 Delivering of training sessions in up to eight priority areas of the Union acquis and provision of mentorship Activity 2.2.3 Workshops on horizontal aspects of legislative harmonisation Activity 2.2.4 Workshops on horizontal aspects of inter-ministerial cooperation at expert level Activity 3.1.1 Analysing situation and providing recommendations for implementation of communication activities based on the Communication Strategy and annual Acton Plans for awareness raising on the eight priority Union acquis chapters under the SAA Activity 3.1.2 Developing recommendations on the awareness raising events and information materials for different stakeholders and target groups on the eight Union acquis chapters, and workshops on understanding contribution of line ministries in Communicating the SAA, and methods how to assess the implementation and delivery results of the Communication Strategy objectives Activity 3.2.1 Strengthening the involvement of Civil Society Organisations in the awareness raising activities on the priority Union acquis chapters under the SAA Activity 3.2.2 Preparing draft recommendations and a report on the improvement of involving Civil Society Organisations in the SAA process based on best EU practices

RESULTS:

Result 1: Review of horizontal aspects of verification of legislative adjustments, inter-ministerial coordination and organisation of Union acquis translations prepared Result 2: Gap analyses on up to eight priority Union acquis chapters under the SAA are conducted and midterm priorities for the adoption of the Union acquis are identified Result 3: Inclusive and evidence-based Policy planning, with a view to fulfilling the SAA obligations, on up to eight priority Union acquis chapters are improved Result 4: Training modules on up to eight priority Union acquis chapters under the SAA are developed Result 5: Up to eight modules of Training of Trainers are delivered and new trainers certified Result 6: Communication activities, Communication Strategy and the Action Plan for awareness raising on up to eight priority Union acquis chapters under the SAA are improved Result 7: Recommendations for improvement of involvement of Civil Society Organisations in the SAA process on the priority Union acquis chapters conducted
