BENEFICIARIES:
Ministry of Environment, Spatial Planning and Infrastructure, Ministry of Local Government Administration, 38 municipalities, communal waste enterprises, SCOs, general public.
ACTIVITIES:
• Support to Municipalities in improving their tasks and processes regarding regulations, tender procedures, operational processes, financial management, institutional organisation and monitoring • Advice to waste management service providers, such as the regional waste collection companies or landfill operators, for improving on their tasks and processes regarding operations, financial and organisational management • Technical assistance to Municipalities in the development and implementation of required by-laws, regulations, enforcement measures and awareness campaigns for the reduction of illegal disposal sites • Advice to the organisations responsible for the implementation and monitoring of the Kosovo Integrated Waste Management Strategy, its revision processes and the preparation of projects identified therein • Technical advisory services to involved ministries for improving legislation in line with requirements of the EU acquis, including regulations and guidelines for specific waste streams • Support to improving the technical and organisational capacities of relevant actors in the sector, particularly related to the tasks of monitoring, evaluations (in cooperation with KEPA) and inspections • Advice to MESPI on the implementation of a performance-based grant scheme for strategic investments • Support to procurement of relevant equipment for waste management through the performance grant mechanism • Technical assistance to the introduction of an Extended Producer Responsibility system, in particular a deposit refund system • Advice to the introduction of source segregation and the improvement of recycling value chains • Support to the inclusion of informal waste collectors in recycling value chains by supporting social enterprises and in cooperation with formal service providers • Assistance to introducing a certification of waste management experts as well as to building a pool of experts in the field in cooperation with universities • Advice to relevant organisations for the development and implementation of public awareness measures • Support to study tours and formats for regional exchange on technical expertise and practical experiences
RESULTS:
• All municipalities implement basic waste management services in conformity with the law towards sustainability • The institutional and legislative framework for the waste management sector have been improved • The economic potential of circular economy, with the inclusion of vulnerable groups, is developed • Sector specific expertise in the country is enhanced.
