PROJECT TITLE:
Support to Kosovo’s Policy and Strategic Planning
OVERALL OBJECTIVE:
To improve quality of public policies and to contribute to effective Government decision-making that integrates Kosovo’s overall development agenda with the European integration agenda and available resources.
EXPECTED RESULTS:
As per Inception Report: -The National Development Strategy (NDS) elaborated; -The Integrated Planning System (IPS) established; -The Structural Reform Agenda within the Economic and Fiscal Programme (EFP) defined; -Monitoring and Reporting System for the IPS, supported by the IT, is developed; • The OPM, particularly the SPO, strengthened to perform its mandate; • Policy management capacities of ministerial DEIPCs strengthened.

PURPOSE:
To strengthen the strategic and operational policy planning in central government institutions and line ministries.
STRATEGY:
The project’s Strategy involves working towards: -Supporting the Government to establish overarching prioritization framework with the National Development Strategy (NDS) at the centre of it and the National Economic Reform Programme (NERP) being the main tool for dialogue on the economic reforms with the EU; -Implementing the Integrated Planning System and improving Government planning and coordination in general, and monitoring and reporting, in particular; -Strengthening policy management and coordination capacity of the centre of Government (OPM, MoF MEI) and line ministry Departments for European Integration and Policy Coordination.
ACTIVITIES:
Main activities, as per Inception Report, include: -Support to elaboration of the NDS Concept; -Support to preparation of the NDS Priority Consultations Document; -Assistance to NDS drafting; -Support to NDS operationalization; -Support to NDS communication; -Assistance to preparation of the NERP; -Gaps assessment of the current planning system; -Support to preparation of the IPS roadmap; -Support to implementation of the IPS roadmap (4 activities); -Support to monitoring and reporting system development; -Support to IT based monitoring and reporting; -Support to OPM’s organizational development; -Support for stronger central coordination capacity; -Support to donor coordination; -Facilitating learning from peers and networking; -Coaching of SPO staff on daily tasks; -Develop and implement Better Policy Management Course (4 activities).
