PROJECT TITLE:

EU for Social protection response to Covid-19 – Emergency and early recovery support (UNDP)

OVERALL OBJECTIVE:

This action will support vulnerable groups with social protection following the COVID-19 crisis. It will strengthen resilience of the social protection system to cope with increasing demand. By supporting the most vulnerable people, particularly women, it will contribute to maintain social cohesion. The action will also improve the governance and efficiency of social assistance and protection through targeted support for the completion of key sector reforms.

BENEFICIARIES:

Vulnerable families, women, children, elderly, persons with disabilities and those from minorities, who are not officially registered; Municipal services for Social work in all Municipalities (including northern Municipalities), as well other crucial services such as shelters for the elderly, abandoned children or victims of violence); Ministry of Labour Social Welfare (Department for social and family planning).

ACTIVITIES:

- provision of support for families living in poverty through vouchers for food, hygiene and other essential items, and support to cover utility costs for vulnerable families and shelters - provision of technical support to central and municipal institutions for the upgrade the introduction of digitalized case management system, and for the implementation of COVID-19 response measures - financial support for women DV/GBV survivors, from Roma, Ashkali, Egyptian communities, rural women and women with disabilities to develop new skills, generate income, and diversify existing businesses - establishment of 4 mobile clinics to reach out to beneficiaries to increase access to and delivery of social protection and inclusion services - works to improve accessibility and provision of basic furniture to CSWs in all Municipalities - community actions to change gender-discriminatory social norms and gender stereotype

RESULTS:

- 9000 families receive humanitarian support in a timely and gender equitable manner (at least 30% women heads of households) - 1000 of vulnerable individuals who benefit from facilitated access to services through 4 mobile clinics - 40 Centres for social work and/or residential centres supported with additional resources and improved accessibility - 50 vulnerable women who benefit from financial/economic engagement in response to the pandemic - 100,000 women and men reached by community actions to change gender stereotypes - 3,200 front-line workers equipped with PPE
