PROJECT TITLE:

EU Support to the Ombudsperson Institution

OVERALL OBJECTIVE:

To strengthen the capacity of the Ombudsperson Institution of Kosovo (OIK) in order to increase, impact and effectiveness in promoting and protecting the human rights and fundamental freedoms.

PROJECT PURPOSE:

To support the Ombudsperson Institution to effectively protect and promote the human rights, and fundamental freedoms of citizens by enforcement of institutional capacities and introduction of new tools and methods; To support the OIK for awareness raising among citizens (women and men), public authorities and civil society on the role of the Ombudsperson Institution in promotion and protection of human rights.

RESULTS:

R.1 Institutional Capacity Development of Ombudsperson Institution in core areas strengthened R.2 Internal administration and management of the OIK strengthened R.3 Public awareness about the role and importance of the institution increased R.4 The contractor will provide assessments and documentation to assist the procurement of all required technical supplies (mainly IT, security, furniture, literature) to make the OIK more efficient

ACTIVITIES:

R.1 -Capacity development to perform the new mandate of the institution in accordance with best European standards is improved. This activity will primarily target staff under the Ombudsperson and Professional Services -Internal systems of case management updated, internal quality control and reporting improved -Collaboration with Kosovo institutions enforced -A system for monitoring and reporting on the implementation of the Convention on the Rights of the Child in Kosovo developed and put in place R.2 -Assessment on efficiency and effectiveness of Administrative Services -Training for approximately 32 staff of the Administrative Services -Human resources, budget planning and budget execution systems reviewed and upgraded -Guidelines, regulations and manuals for internal administration processes developed and in use R.3 -Monitoring capacities to track citizen's awareness of the mandate of the OIK -Awareness campaigns designed and implemented -Awareness campaign regarding the mandate of the institution for handling of the complaints of violation of the Rights of the Child in the public and among care-takers and responsible institutions -Strengthened engagement with civil society, grass roots organization and other stakeholders especially outside Pristina R.4 -Draft technical specifications for IT and other equipment required for the Ombudsperson Institution -Provide technical answers to requests for clarification on time and in good quality to the EU Office -During the delivery of the supplies to ensure that the process is being properly supervised with recorded checks at all stages and follow up as needed during installation and commissioning of the equipment
