PROJECT TITLE:
European Union/Council of Europe Horizontal Facility for the Western Balkans and Turkey
OVERALL OBJECTIVE:
To support country¬ tailored reform processes in the areas of rule of law, democracy and human rights with the aim for the Council of Europe South East Europe (SEE) member States/IPA II Beneficiaries to comply with European standards.
PROJECT PURPOSE:
The Council of Europe will provide technical assistance and expertise to Albania, Bosnia and Herzegovina, Kosovo, “the former Yugoslav Republic of Macedonia”, Montenegro and Serbia in the areas of ensuring justice; fighting corruption, economic crime and money laundering; promoting freedom of expression and information; and promoting anti-discrimination and protection of the rights of vulnerable groups. Turkey will benefit under the facility both from potential regional activities and from the Council of Europe Expertise Co-ordination Mechanism (ECM) but will not receive technical assistance in form of interventions at national level.

IMPLEMENTING AGENCY:
Governmental bodies at all levels, notably: ministries of justice, interior, health, education, ministries responsible for human rights, ministries of foreign affairs; constitutional courts and prosecutorial services; parliaments and public governance structures with specific responsibilities in the relevant areas such as anti-corruption, anti-money laundering and anti-trafficking in human beings; ombudspersons; the judiciary, judicial professionals and judiciary supervisory bodies; law enforcement authorities; civil society; and local and regional authorities. Ministries of Foreign Affairs will be key partners for coordination of the Horizontal Facility.
