Support to Sector Reform Contract on Public Administration Reform

The overall objective of this contract is to assist the Government of Kosovo in enhancing accountability, transparency and effectiveness of the public administration, with focus on the needs of citizens and businesses.

PROJECT PURPOSE:

The purpose of the contract is as follows: • Facilitate the implementation of the public administration legislative package, namely the Law on Salaries, the Law on the Organisation and Functioning of the State Administration and the Law on Public Officials, throughout the public administration in Kosovo. • Improve the capacity the key stakeholders to deliver against the PAR strategic framework objectives, in particular the PAMS.

BENEFICIARIES:

- Ministry of Public Administration and its agencies (AIS, KIPA) as relevant. - The Office of Prime Minister, Ministry of Finance and other central administration institutions.

TASKS:

Result 1 Tasks: • Support MPA to implement the PAR legislative package throughout the public administration in Kosovo, in particular: • Assist the MPA to prepare guidelines, manuals, forms, templates and other necessary tools for the recruitment procedures aligned to the new legislation; • Support the MPA to fully implement HRMIS and assure interoperability between HRMIS and the payroll system (preparation of guidelines, trainings) and other relevant systems; • Assist in the establishment of the new Department for Management of Public Officials (DMPO) and support the staff in fulfilling the responsibilities foreseen in the new law on Public Officials; such as preparation of guidelines and procedures for appraisal and career development; bank of questions - generic and specific questions for recruitment procedures, based on job families as per new legislation, etc.; • Assist, together with the DMPO, line ministries and other state institutions, as relevant, in the implementation of the new recruitment procedures as foreseen in the LPO, such as for example in the use of objective selection methods and standards in internal and external competitions; • Support the MPA in the preparation of job classifications; • Support the MPA/KIPA in the preparation of training plans, training modules/materials and curricula (including training on the new package of PAR laws); • Assist MPA/KIPA to prepare a training of trainers (ToT) for the developed training programmes; • Assist the MPA/KIPA to create an efficient system of exchange of the information with the line ministries on training needs and specific training organised by line ministries; and, • Specifically support the first new recruitment system on a specific category of civil servants and public service employees (specific categories to be defined at the later stage). Result 2 Tasks: • Support to the establishment and operability of One Stop Shops (OSS) and rationalization of administrative procedures for services; • Support the further development of the e-Kosovo Portal through supporting AIS in the digitalization of services and implementation of the user-friendly interface design and in the evaluation of e-services provided by institutions; • Support the Government/MPA in the creation of a mechanism facilitating the alignment of special laws with LGAP; • Support MPA to align special laws with the Legal General Administrative Procedure (LGAP); and provide trainings on LGAP to specific groups, • Support MPA/AIS in the advancement of the open data agenda in the public administration. Result 3 Tasks: • Support MPA in the preparation of a PAR Communication Plan that is rooted in the reforms foreseen in the PAR strategic framework, and in particular in the PAMS; • Prepare, together with the MPA, information materials (in soft and hard copy), with specific focus on online information related to the results of the reforms in Public Administration in Kosovo; • Assist MPA to further improve public consultation process for PAR (early consultation, meetings, reporting) and the relations between MPA and CSOs; and, • Support the MPA to maximise the use of social media in order to disseminate the information on the PAR reform progress.

RESULTS:

Result 1: The legislative package, namely the Law on Salaries, the Law on the Organisation and Functioning of the State Administration and the Law on Public Officials, implemented throughout the public administration in Kosovo. Result 2: Improved service delivery for citizens and increased access to data by the citizens of Kosovo through effective cooperation arrangements and implementation of the open data action plan. Result 3: Increased awareness and understanding of the EU supported public administration related reforms of the Government, their results and implications, by the citizens of Kosovo through effective, understandable and clear communication.
