PROJECT PURPOSE:

Improvement of Service Delivery to citizens and Businesses through supporting the implementation of the Law on General Administrative Procedures (LGAP) by providing technical assistance to strengthen the regulatory and operational framework for administrative actions.

ACTIVITIES:

Component 1: Strengthening of the MPA to deliver against the overall reform agenda • Activity 1.1 Capacity Building to the MPA in implementing the M&E system set up for the modernization strategy • Activity 1.2 Support to MPA to develop draft laws related to functioning of PA Component 2: Establishment of a strategic framework on the administrative service delivery and simplification of the administrative procedures • Activity 2.1 Development of a strategic framework on the administrative service delivery and administrative procedure simplification • Activity 2.2 Comprehensive analysis of special administrative procedures and proposals for changes • Activity 2.3 Implementation of the Manual on LGAP • Activity 2.4 Development of the methodology for assessing services and administrative tasks of the public administration Component 3: Establishment of coordination mechanisms for the implementation of the strategic framework on public service delivery and LGAP implementation • Activity 3.1 Support to the establishment of the mechanism for coordination of implementation of the strategic framework • Activity 3.2 Support to the establishment of an inter-institutional coordination forum for administrative service reforms • Activity 3.3 Support to the MPA and other line institutions in the establishment and piloting of Single Contact • Activity 3.4 Development of learning experiences for MPA of other countries with successful practices in administrative service delivery Component 4: Development and implementation of training programs on LGAP • Activity 4.1 Development of methodological documents and tools on LGAP for PA institutions • Activity 4.2 Development and delivery of ToT on LGAP and administrative services delivery • Activity 4.3 Development and delivery of training program on LGAP and administrative services delivery • Activity 4.4 On-the-job support to MPA and other stakeholders as to public service modernization agenda promotion and coordination Component 5: Implementation of an awareness raising campaign • Activity 5.1 Support to MPA and MLGA and other relevant institutions in advancing the implementation of the administrative public service portal • Activity 5.2 Design and implementation of a communication campaign on Public Sector modernization and Administrative procedure law for PA bodies  Activity 5.3 Work with civil society, business organizations, professional associations and specialized economic chambers to ensure their involvement and capacity development for the new approaches introduced through the LGAP

RESULTS:

 Component 1: Strengthen the Ministry of Public Administration to deliver the overall reform agenda  Component 2: Establish a strategic framework on the administrative service delivery and administrative procedure simplification by analysing and amending the administrative public services as part of implementing the Law on General Administrative Procedure  Component 3: Establish Coordination mechanisms within MPA in order to coordinate central government activities and build its capacities to steer implementation of the strategic framework on the modernisation of administrative service delivery and implementation of the Law on General Administrative Procedure  Component 4: Develop and deliver training programs for MPA and other public administration structures to implement the LGAP  Component 5:  Develop and implement awareness raising campaigns to inform wider society on the public service modernisation and the new administrative procedures provided in the LGAP
