OVERALL OBJECTIVE:
• To improve access to public facilities for persons with disability and reduced mobility at the local level; • To promote the visibility of works implemented in a number of municipalities in Kosovo and raise awareness among the local population regarding the existence and role of IPA funds, while supporting an action that tangibly improves the lives of the most vulnerable citizens of these municipalities.
PROJECT PURPOSES:
The key goal of the EU for All project is to improve accessibility to public facilities for persons with disability, reduced mobility and for women since women are more likely to be the primary caretakers of children and people with a disability. EU for All project targets different municipalities in Kosovo and their respective selected public buildings where the access of persons with disability and reduced mobility is not adequate. Selected buildings for interventions to improve the access for persons with disabilities include municipal buildings, schools, health centers, cultural centers, etc. Typical interventions include construction of ramps, installation of equipment for accessibility to different heights and other facilities needed to ensure safe access to buildings, point-of-entry adaptations, construction or renovation of toilets, toilets with baby changing facilities etc. Service Contract: - Preparation of conceptual design, detailed design and unit price works tender dossier as well as provision of supervision as set out in PRAG conditions and rules of the works contracts, to improve access to public facilities for persons with disability and reduced mobility in 19 public buildings located in 19 different municipalities of Kosovo. One of the objectives of the contract is also to promote the visibility through different activities for the raising of awareness relevant to IPA funding, throughout the implementation of the project. Works Contract: - Proper implementation of the interventions in the selected 10 public buildings across Kosovo as defined in the contractual documents.
ACTIVITIES:
Service Contract: Phase 1: • Preparation of existing situation of the sites; • Geotechnical, geological investigations of the land; • Investigations of the existing infrastructure such as electricity, water, sewerage and etc; • Preparation of the detailed design with all phases, such as architectural, mechanical, electrical, and water & sewerage installation; • Preparation of the complete tender dossier for 'Unit Price' Works Contract in accordance with PRAG rules; • Preparation of the technical specifications; • Preparation of the detailed bills of quantities for each school; • Preparation of the confidential cost estimations; • Preparation of the required technical dossier for beneficiaries. Phase 2: • Supervising the construction works during the whole duration of the project including the 12 months Defects Liability Period, in terms of the contracted budget, time, and quality, • Issuing the Certificates of Provisional Acceptance, • Issuing of Interim Payment Certificates, Certificates of Final Acceptance, and Final Statements of Accounts, • Maintaining and filing a complete set of documentation and records; • Ensuring proper visibility of the EU project in all sites, in accordance with EU visibility Guidelines. Works Contract: • Implementation of the interventions in the selected public buildings in accordance with the design and technical specifications, • Installing the Electrical fixtures and Mechanical equipment according to the designs and technical specifications. • Installing the Water and Sewerage systems and making connections to the main infrastructure.
RESULTS:
Service Contract: Improved access to public facilities for persons with disability and reduced mobility in 19 public buildings located in 19 different Municipalities of Kosovo, through: • Preparation of the Detailed Design and tender documents for a works 'unit price based contract', in accordance with the relevant local and international safety standards and the EU PRAG rules; • Provide Supervision services and support to the works contractor(s) and Contracting Authority during the works implementation and defect liability period, for the successful execution of the construction works; • To promote the visibility of implemented interventions through different activities to raise awareness among the public regarding the existence and role of IPA funds, through implementation of the visibility activities. Works Contract: • Successful implementation of the construction works according to the design implementations and EU standards. • Achieving safety regulations applicable in Kosovo – law.
