OVERALL OBJECTIVE:
To enhance the well-being and rights of girls, boys, women, victims/survivors of GBV and Domestic Violence, and children and youth with disabilities in seven targeted municipalities by improving Gender-Responsive Social Protection services provided by both formal and non-formal social service providers. Additionally, it aims to empower girls and boys most affected by inequality and discrimination within these municipalities; and by advocating with duty-bearers to ensure child rights are upheld.

OVERALL OBJECTIVE:
The overall objective of the proposed Action is to improve the working conditions for vulnerable categories of employees, notably within the private sector, including workplace health and safety for women and men, through the promotion of social dialogue between workers and duty bearers. The specific objectives are: i) To strengthen compliance with labour laws through direct monitoring and reporting of labour rights abuse cases; ii) To strengthen the capacities of duty bearers and CSOs to work on labour rights; iii) To raise public awareness on labour law.
PROJECT PURPOSES:
The violation of labour rights, especially of the vulnerable groups after the pandemic has threatened the rule of law in regard to labour rights in Kosovo. By targeting the private and public sector employees through developing a mechanism to report online and monitoring the cases on the Labour Inspectorate and other relevant institutions such as court cases whereas employees experienced workplace serious injuries. Furthermore, raising the capacities of the duty-bearers, CSOs, journalists, and youth in labour rights, will generate the need for the implementation of the labour law in practice or at the work environments. While on the other side, the campaign on labour law will increase the knowledge about labour rights of the employees’ all actions together will mobilize and strengthen the employees' position in Kosovo’s work environment.

OVERALL OBJECTIVE:
The proposed action aims to identify some of the current struggles and challenges in organizing the labor market in Kosovo from the prism of human rights on gender-based discrimination. Through the identification of the main issues, the proposed action will also list the most appropriate public policies and strategies for the key actors for interventions in the labor market to enhance current norms and practices at work, with an emphasis on underprivileged social groups. The proposed action targets the more sensitive social groups in Kosovo, which stand at the bottom of the social and economic hierarchy, and gives a stance in including and respecting their rights, as a precondition of Kosovo to fulfill, towards the EU Accession processes.

The overall objective of the proposed action is to contribute to transforming the discourse surrounding the missing persons issue, paving the way for reconciliation, resolution and mutual understanding, all while advocating for the rights of their families. This action aims to achieve the overall objective through a combination of methods that seek to educate, inform, and stimulate public discourse.
PROJECT PURPOSES:
The Kosovo war, a profoundly distressing period during the breakup of Yugoslavia, continues to cast a dark shadow over many families even decades later. An agonising remnant of this period is the issue of missing persons in Kosovo, a matter yet to be fully resolved. Initial approximations suggested between 4,400 to 4,500 individuals vanished during the conflict, which came to an end in June 1999 following a NATO military intervention. As of today, the fate of approximately 1,621 individuals of all ethnic backgrounds remains unknown, a haunting fact that fuels a perpetual sense of loss, fear, and uncertainty among affected families and communities. However, drawing from the European Commission’s Kosovo 2022 Report, the unresolved fate of persons who are missing from the 1990s conflicts remains a pressing concern in the Western Balkans. Despite the efforts of Kosovo's authorities, which led to 9 exhumations and the official identification of 21 persons in 2021, the reality is that 1,621 people are still missing as of April 2022. This continuous uncertainty casts a shadow over the region's reconciliation efforts. Balkan Investigative Reporting Network (BIRN) posits that the absence of political will and dialogue between Kosovo and Serbia exacerbates this issue. This also often includes bias or ethnic centric reporting from the mainstream media. Therefore, it is imperative for the independent media to shed light on the profound impact this unresolved matter has, particularly on the families of the missing persons, and more broadly, on regional reconciliation. Although the momentum to address the issue of missing persons exists, 24 years after the conflict, monoethnic narratives by both Albanians and Serbs overshadow the shared experiences of suffering and loss among families of missing persons. The institutional frameworks in Kosovo, particularly entities like the Special Prosecutor’s Office of Kosovo and the Inter-Ministerial Working Group on with the Past and Reconciliation, are central in the efforts to resolve the fates of missing persons and address war crimes. However, these institutions often grapple with issues of transparency, accountability, and reach, becoming hamstrung by systematic constraints. In this context, the BIRN and Advocacy Center for Democratic Culture (ACDC) project presents an opportunity for these institutions. By showcasing their endeavours, we aim to extend their visibility and promote a deeper public comprehension of their roles. On the other hand, journalists lack the specialised knowledge to handle the topic of missing persons with the sensitivities and care they warrant. Our actions are designed to directly tackle this problem, by offering capacity-building training for journalists, emphasising accurate, impartial, and humane reporting. Furthermore, by targeting journalists from diverse ethnic backgrounds, our action will contribute to a media ecosystem where narratives of forced disappearances and missing persons are inclusive and representative of all affected ethnicities. Through our initiative, we endeavour to highlight these efforts and the associated challenges, fostering an environment that encourages more proactive policy-making to better support affected families and ensuring a platform for these institutions to demonstrate their commitment and progress. To ensure a comprehensive approach and a more nuanced understanding of the problem, BIRN is partnering with the Advocacy Center for Democratic Culture (ACDC), a Serb NGO based in North Mitrovica. This partnership serves to encompass both Albanian and Serbian perspectives, to offer an unbiased and fact-based narrative on the missing persons issue. Together, as project partners we will align all affected communities to create an environment of shared understanding and common pursuit for the truth.

Overall Objectives – Increased Institutional transparency and accountability and enhanced citizens’ awareness and mobilization to counter discrimination, hate speech and gender-based violence. Specific objective 1. Enhance the transparency and implementation of the anti-discrimination legislation and policies; Specific objective 2. Strengthen the capacities of duty-bearers and youngster in combating anti-discrimination and all forms of violence; Specific objectives 3. Raise public awareness on countering hate-speech and gender-based violence.
PROJECT PURPOSES:
ATRC, Internews Kosova, and D4D have joined efforts in monitoring, reporting, providing capacity building program for stakeholders and advocating for the effective implementation of anti-discrimination policies, as a means of strengthening institutional response, countering discrimination, hate crimes and gender-based violence in all its forms. ATRC, Internews Kosova, and D4D have comprehensive expertise in delivering programs which advocate for human rights, equality and rule of law. Furthermore, project partners are versed in monitoring public institutions and policies, drafting regulations, providing concrete recommendations, and giving financial support to third parties. These jointly combined efforts will impact the effective implementation of this action which designed to fight and tackle discrimination at its core, while combining actions with active citizens’ engagements, public officials and those inclined to facing discrimination in their daily lives. Internews Kosova has continuously reported about cases of various discrimination forms and has prominently contributed to increase citizen awareness on the issue of discrimination. Internews Kosova and ATRC have been working on detecting, addressing, and reporting cases of hate speech against women and ethnic minority communities, through online platforms that include media monitoring and artificial intelligence, which analyse and compare online content while it has primarily focused on electoral processes, namely the language used by political parties and the media and when this language was discriminatory or incited hate. ATRC comes with broad experience and expertise in managing and distributing sub-grants, hands-on mentoring and coaching CSO’s on advocacy efforts and to ensure institutional representation and action to address findings and recommendations. Among the practices on what D4D is highly specialized is providing safe environments for various professionals to convene and share their perspectives and practices in the form of Tuesday Salons, through discussing panels. In the past few years, D4D has held over 300 Tuesday salons with about 5000 participants including institutional representatives, thematic experts, civil society activists, media and over 5849 youth. All of three partners possess previous joint expertise, are well-acquainted with each other’s methodologies and thus have great prospect for a smooth, effective and timely cooperation and implementation of the proposed action. Therefore, based on all the details given in this section, it is very important to restate the focus and purpose of the project. The primary target is all citizens of the country, to raise awareness and mitigate cases of hate speech or discrimination, whether racial or gender. To achieve this, each of the collaborating organizations in this project must offer its expertise. So awareness will always start from the new generations or young people within the municipalities, with whom the action will cooperate and create new opportunities. Also, the analysis of the laws and the latest reports on this topic will be done by the partner organizations, to see in more detail the current situation, so that we can then take the appropriate actions related to the activities that will be.

PROJECT PURPOSES:
ATRC, Internews Kosova, and D4D have joined efforts in monitoring, reporting, providing capacity building program for stakeholders and advocating for the effective implementation of anti-discrimination policies, as a means of strengthening institutional response, countering discrimination, hate crimes and gender-based violence in all its forms. ATRC, Internews Kosova, and D4D have comprehensive expertise in delivering programs which advocate for human rights, equality and rule of law. Furthermore, project partners are versed in monitoring public institutions and policies, drafting regulations, providing concrete recommendations, and giving financial support to third parties. These jointly combined efforts will impact the effective implementation of this action which designed to fight and tackle discrimination at its core, while combining actions with active citizens’ engagements, public officials and those inclined to facing discrimination in their daily lives. Internews Kosova has continuously reported about cases of various discrimination forms and has prominently contributed to increase citizen awareness on the issue of discrimination. Internews Kosova and ATRC have been working on detecting, addressing, and reporting cases of hate speech against women and ethnic minority communities, through online platforms that include media monitoring and artificial intelligence, which analyse and compare online content while it has primarily focused on electoral processes, namely the language used by political parties and the media and when this language was discriminatory or incited hate. ATRC comes with broad experience and expertise in managing and distributing sub-grants, hands-on mentoring and coaching CSO’s on advocacy efforts and to ensure institutional representation and action to address findings and recommendations. Among the practices on what D4D is highly specialized is providing safe environments for various professionals to convene and share their perspectives and practices in the form of Tuesday Salons, through discussing panels. In the past few years, D4D has held over 300 Tuesday salons with about 5000 participants including institutional representatives, thematic experts, civil society activists, media and over 5849 youth. All of three partners possess previous joint expertise, are well-acquainted with each other’s methodologies and thus have great prospect for a smooth, effective and timely cooperation and implementation of the proposed action. Therefore, based on all the details given in this section, it is very important to restate the focus and purpose of the project. The primary target is all citizens of the country, to raise awareness and mitigate cases of hate speech or discrimination, whether racial or gender. To achieve this, each of the collaborating organizations in this project must offer its expertise. So awareness will always start from the new generations or young people within the municipalities, with whom the action will cooperate and create new opportunities. Also, the analysis of the laws and the latest reports on this topic will be done by the partner organizations, to see in more detail the current situation, so that we can then take the appropriate actions related to the activities that will be.

The proposed action aims to identify some of the current struggles and challenges in organizing the labor market in Kosovo from the prism of human rights on gender-based discrimination. Through the identification of the main issues, the proposed action will also list the most appropriate public policies and strategies for the key actors for interventions in the labor market to enhance current norms and practices at work, with an emphasis on underprivileged social groups. The proposed action targets the more sensitive social groups in Kosovo, which stand at the bottom of the social and economic hierarchy, and gives a stance in including and respecting their rights, as a precondition of Kosovo to fulfill, towards the EU Accession processes.
