OVERALL OBJECTIVE:

To improve the professional capacity of the civil service to better serve Kosovo citizens and meet the obligations arising from the SAA

PROJECT PURPOSES:

Young women, men and minorities are selected, study and graduate from a master’s programme in the EU and then complete three years of work in the Kosovo civil service.

RESULTS:

Outputs related to Result 1 Output 1.1: Rules of Procedure revised and agreed and YCS three principles reinforced (transparency, fairness, non-discrimination) Output 1.2: Identify sectors most in need; define the conditions for 2 years MAprogrammes, Scholarship contract revised Output 1.3: Outreach campaigns organised and implemented Output 1.4: Rounds XIII, XIV, XV selections organised and implemented Output 1.5: IELTS , French, academic writing and other tests and trainings organised and implemented Output 1.6: Internships at GoK organised and implemented Output 1.7: Pre-departure arrangements ensured Output 1.8: Pre-departure visibility, orientation and networking events organised and implemented Output 1.9: Assistance, financial and otherwise, and scholars’ monitoring while abroad ensured Outputs related to Result 2 Output 2.1: In depth needs assessment related to the HR needs in Kosovo Public administration conducted Output 2.2: Enhancing the management skills and recruitment processes within the Kosovo Administration Output 2.3: Setting up YCS Alumni association activities, such as tutorship, training and support to new grantees from their selection and preparation for the studies to the employment Outputs related to Result 3 Output 3.1: Monitoring of employment of the YCS graduates in the civil service Output 3.2: Follow-up from the government on the accomplishment of the contractual obligation by YCS grantees
