To reduce volume of municipal solid waste disposed to landfills and to increase share of waste separated, re-used and recycled.

BENEFICIARIES:

Ministry of Environment, Spatial Planning and Infrastructure, Ministry of Local Government Administration, 38 municipalities, communal waste enterprises, SCOs, general public.

ACTVITIES:

• Support to MESPI and stakeholders to establish system concepts and the legal, institutional frame for EPR systems for 4 waste streams • Maturation of 3 investment projects for financing support as identified in the KIWMS • Amend the KIWMS to integrate circular economy and performance grant aspects • Conduct overall legal and institutional gap analysis, develop Capacity Development Plan and provide horizontal assistance for implementation and enforcement of the waste management legislation for EPR • Support the preparation and negotiation process of inter-municipal cooperation agreements towards integrated waste management • Support Municipalities in the application of integrated planning tools and the updating of Municipal waste management plans • Strengthen the capacity of municipalities to promote private sector engagement in SWM and support business associations to promote private sector engagement • Development and realisation of training programmes for implementation and enforcement of the waste management legislation on central and local level and improvement the waste-related expertise • Support to Communities of Practice as horizontal learning, exchange and capacity development platform • Public awareness for modern waste management and circular economy

RESULTS:

• The institutional and legislative framework for the waste management sector have been improved • The economic potential of circular economy is developed • Sector specific expertise in the country is enhanced.
