COVERAGE/IMPACT:

The project has four main target areas, which correspond to the project components: 1. Strengthening legal frameworks in the education sector 2. Recruitment and teacher development 3. Strengthening the relevant project’s stakeholders at all levels for accountable and effective management and quality assurance 4. Supporting the processes of textbook development in terms of completing its legal and regulative framework.

To enhance the quality based, accountable education and training system, in line with the best international practices in the field of pre-university education

PROJECT PURPOSES:

1. Set up and implement the mechanisms for implementation of merit based, non-discriminatory, gender-equal, and transparent recruitment of teachers and school directors. 2. Strengthen quality assurance functions at central, municipal and school level. 3. Support processes related to the drafting and revising the textbooks.

REZULTS:

R.1 Effective mechanism for quality, non-discriminatory, gender equal and criterion-based recruitment of school directors; R.2 Effective mechanism for transparent, non-discriminatory, gender equal and merit-based recruitment of teachers; R.3 Central and local levels, including the Education Inspectorate for the implementation of the Quality Assurance Strategy are strengthened; R.4 Support Faculty of Education (FoE)/Institute for Research and Development in Education (IRDE) for the preparation of the Framework for quality assurance and monitoring of teachers’ professional development system, in particular in relation to School-Based Teacher Professional Development (SBTPD), and mentoring trainings as drafted by relevant sub legal acts of 2019/2020; R.5 Legal and regulative framework for the development of textbooks is in line with international and European standards and practices including criteria for participation/ membership to the Council for textbooks and its rules of procedures (such as the revision of the published texts after piloting); and the erasure of gender stereotypes from textbooks accompanied with gender transformative curricula; R.6 The Council for textbooks is equipped with organisational and technical capacities to perform its functions as per the upcoming new law, including capacities for the revision of textbooks relating to ensuring gender transformative approaches. R.7 Schools and relevant institutions have sufficient capacities to engage in processes related to drafting/implementation and revision of the textbooks;
