OVERALL OBJECTIVE:
To improve the quality of Education infrastructure in Kosovo at primary and lower secondary level, with special emphasis on inclusion of children belonging to minority communities and overcrowded classrooms.
PROJECT PURPOSES:
Construction of the school started on 1st March 2022, with an originally planned duration of 15 months and a budget of EUR 4,250,935.19. However, unforeseen events, such as the COVID-19 pandemic and the war in Ukraine, have significantly disrupted the project’s implementation, leading to delays and increased costs. As a result, the total value of the works contract has risen to EUR 5,264,069.57 to accommodate higher construction expenses. The new school is now expected to be completed by March 2025 instead of the initially planned 2023. School Design and Educational Structure The newly designed school in Prizren falls under the "basic education" category and consists of three educational levels: pre-primary, primary, and lower secondary. It will accommodate 900 students. In the Kosovo education system, these levels are structured as follows: • Level 0: Pre-primary education – Designed for children aged 5 to 6 years, lasting one year. • Level 1: Primary education – The first stage of compulsory education, lasting five years for students aged 6 to 12. • Level 2: Lower secondary education – The second stage of compulsory education, lasting four years for students aged 12 to 15. Since Kosovo’s education system requires 10 years of compulsory education, a school based on the basic education model must be equipped to provide education from kindergarten through lower secondary school. The goal is to ensure that students complete all stages of compulsory education within the same school environment. School Design Specifications According to the Design Guidelines for School Facilities – Norms and Standards (Volume 1), the school in Prizren is planned with: • 3 educational cycles • 30 classrooms in total • 30 students per classroom • A total capacity of 900 students This design aims to provide a modern, well-equipped learning environment that meets the required educational standards. Service Contract: - Providing supervision and contract management services as the Supervisor, for the Works Contracts to be executed under PRAG conditions and rules, in terms of quality, time and cost. Works Contract: - Proper implementation of the school building in Prizren as defined in the contractual documents.
ACTIVITIES:
Service Contract: Phase 1: • Preparation of finalized programmes of the project; • Geotechnical, geological and hydrological investigations of the land; • Investigations of the existing infrastructure such as electricity, water, sewerage and etc; • Preparation of the preliminary design; • Preparation of the detailed design with all phases for construction, such as architectural, structural, mechanical, electrical, and water & sewerage installation; • Preparation of the complete tender dossier for 'Unit Price' Works Contract in accordance with PRAG rules; • Preparation of the technical specifications; • Preparation of the detailed bills of quantities for each school; • Preparation of the confidential cost estimations; • Preparation of the required technical dossier for beneficiaries, such as building physics and acoustical studies, and any other needed study for the successful tendering of the works tender and to allow them to apply for building permit; • Assistance to the Contracting Authority during the works tendering and contracting phase. Phase 2: • Supervising the construction works during the whole duration of the project including the 12 months Defects Liability Period, in terms of the contracted budget, time, and quality, • Issuing the Certificates of Provisional Acceptance, • Issuing of Interim Payment Certificates, Certificates of Final Acceptance, and Final Statements of Accounts, • Maintaining and filing a complete set of documentation and records. Works Contract: • Constructing the school according to Architectural and Structural designs and technical specifications, • Installing the Electrical fixtures and Mechanical equipment according to the designs and technical specifications. • Installing the Water and Sewerage systems and making connections to the main infrastructure.
RESULTS:
Service Contract: • Successful implementation of the construction works, ensuring that the works are completed to the contracted budget, time, and quality and fully by all contractual provisions, • Ensuring successful handing over of the project to the Beneficiaries after issuance of the Certificates of Provisional Acceptance, • The Beneficiaries and the public, in general, have an increased awareness of the EU infrastructure programs and its projects, • Satisfactorily maintaining and filing a complete set of documentation and records, • Ensuring the sustainability and dissemination of the project results. Works Contract: • Successful implementation of the construction works according to the design implementations and EU standards. • To obtain a structure resistant to earthquakes, which has high energy efficiency and is compatible with EU standards. • Achieving fire safety regulations applicable in Kosovo – law.
